Can companies frame a contract for everything?

Instead of companies poking its nose in to the relationships of individuals and framing contracts for each and every problem that comes to their attention, they should frame some generic rules to ensure the following
• The organisation should ensure that no employee is subject to discrimination as a result of any personal vendetta from any one individual or more than one individual who can either be superiors or sub ordinates
• The company should also ensure that the employees contribution to the work is not compromised because of his/her personal obligations which may be within the organisation or outside the organisation
Above said general contracts will not only prevent problems arising from couples who are in a romantic relationship but also from married couples. I have seen a real life example wherein both husband and wife were project managers working for the same client and there was the friend of mine who was a software engineer and was working in the project where the husband was the project manager and this guy had a small problem with the manager before getting released from the project. As soon as he got released from the project there was some requirement in the other project where the wife is the project manager, but he was not taken in to the project simply because he didn’t have a good name with the other manager, though most of us were aware of this nobody knew of ways to oppose this. That guy was made to wait another 3 months before getting assigned to some other project. This is a case where people use their power and ensure that things go the way they like.
There are also cases where a group of individuals may collude together to achieve their goal or to bring down an individual through unfair means. Having generic contracts will help the company to solve any kind of this problems and also Framing this kind of contracts will drive the message to all the employees that the office time is better spent doing office work and whatever personal chores they have should be dealt with outside the office premises .
